2025 Year in Review

Results that matter

In the autumn, we initiated formal appeals and meetings to better and more substantively align public sector plans and the role of the private sector (including the SAIS 3 topic) with the principles agreed upon earlier.
By the end of the year, we received official confirmation from the Ministry of Education and Research (HTM), along with agreements for the way forward.

Key takeaways:

  • Together with HTM, we will go over the 2026 procurement plan

  • HTM confirmed that the HTM/MKM/EdTech Estonia Memorandum of Understanding (MoU) remains valid

  • Over the coming six months, HTM plans to integrate the State Chancellery/MKM Guide for Selecting Owners and Providers of Digital Services (which we contributed to) into its internal processes and, as part of this work, update our MoU

  • Starting in February, we will begin regular meetings between HTM’s content departments and EdTech companies

  • Market consultations: HTM confirmed that market consultations will be conducted prior to procurement going forward; one has already taken place, and the next is planned for Q1 2026

These are important steps toward making cooperation more systematic, transparent, and results-oriented.

 

When the Public and Private Sectors Work Together, Education Wins

In addition to the key agreements above, we contributed substantively to documents and discussions shaping the wider ecosystem.

Our contributions included:

  • The Guide for Selecting Owners and Providers of Digital Services (State Chancellery/MKM)

  • Updating the Education Export Roadmap (HTM/MFA/Harno)

  • Discussions related to EIS’s new strategy

  • Several studies and analyses, including the export of the Estonian school model, education export to Ukraine, human-centred data economy development, and others

 

Projects That Give Wings

Throughout the year, a clear focus emerged: more collaboration.

Funded projects / frameworks within which we operated:

  • EIS Development Advisor support (building TAI capacity)

  • EdTech Talents (Horizon)

  • ESTDEV/Civitta support for Ukraine (capacity building)

  • Tallinn Strategy Centre (cooperation and development directions)

  • SEKMO / knowledge-transfer doctoral researcher (Maria Rahamägi-Suits) — science-based management and funding models for more effective and sustainable education

Export and Delegation Work:
Estonian EdTech on the Global Radar

Over the year, we hosted 21 delegations from 15 countries, introducing the Estonian EdTech sector and specific solutions tailored to each delegation’s interests. Focus countries ranged across Europe, Asia, and Africa, including Sweden, Germany, the USA, South Korea, Kenya, Spain, Ukraine, and the United Arab Emirates, among others.

In addition to delegations, we organised 13+ workshops and expo-style showcases, enabling members to present their solutions.

  • Three online meetings focused on the German market together with EIS

Our People on the International Stage

In 2025, we spoke and contributed at multiple international forums to ensure Estonian EdTech visibility across ideas, practice, and policy, including:

  • UNESCO Global Education Coalition Annual Member Meeting (Paris)

  • EdTech Talents Summit (Madrid)

  • Konferenz Bildung Digitalisierung (Berlin)

  • Baltic EdTech Week (Vilnius)

In addition, we participated together with EdTech companies in fairs and events such as Baltic EdTech Week, EdTech Talents meetings in Madrid and Linz, a study trip to Helsinki, a Sweden visit with HARNO, and a reception at the Estonian Embassy in Berlin.

 

The Community Grew

15 new members joined 🎉

We also strengthened cooperation with the Tallinn Education Department, Educraftor, and the National Library of Estonia.
New key partners include the e-Governance Academy, Tallinn Strategy Centre, Civitta, Koolest, the Institute of the Estonian Language, and VisionEST.

 

Applications and the Work Behind the Scenes

We prepared and submitted 16 project applications, averaging approximately 1.3 applications per month. This represents a significant workload that shapes next year’s projects, funding, and opportunities for the community.

In addition, we conducted two market consultations (HTM vocational education; HTM digital learning resources procurement) — precisely the type of early-stage processes we aim to see more of in 2026.
